The surveyed programs represent a diverse array of governing structures in cities across the country. While a significant number of these programs are housed within their cities' community development agencies or planning departments, some are independent departments or agencies in their cities. Others are located within the Mayor's or the City Manager's offices. A smaller number of these programs function under more unique governing structures such as independent local authorities and non-profit agencies affiliated with city government.
If this survey were repeated in the future, it would be interesting to look more closely at how the governing structures of these programs correlate with things such as the nature of services provided by each program, their regional location within the country, the nature of each program's funding stream, or the size of the city each serves.
